Abandoned at Time Limit?
Are you sitting comfortably? Then I'll begin!
At the Exec meeting last night, it was confirmed that in the case of matches which suffer a delayed start to the second innings or are interrupted by the weather during the
second innings, weather permitting, the match should continue until either a) the total number of overs constituting the match at the end of the 1st innings have been bowled
*or* b) 6hrs 15mins after the *scheduled* start - whichever comes first! In other words, the whole bit about reducing overs in the 2nd innings is redundant!
Obviously, in case a) above, the match is complete and is a Draw. In case b) if play is in progress when the 6hr 15min limit is reached, this is also a Draw and not Abandoned.
But if play is not in progress when the time limit is reached, then the match is Abandoned.
Remember that the time limit *only* applies to matches delayed or interrupted after completion of the 1st innings.
The Exec also reviewed affected individual results from May 17th. It was clear that confusion exists about the time limit and several matches were terminated on completion of a
reduced number of overs, when they should have continued to the time limit. Thus the teams were not playing when the time limit was reached and therefore these matches count as
Abandoned and the points gained have not been adjusted from the interim 'abandoned' values.

Slow Over Rates
The first points deductions for slow over rates have now been enforced!
1st XIs are reminded that 45 overs must be completed in a max of 2hrs 45mins to avoid being liable for a deduction or lpt per over
not completed. (ie 2hrs 47 total with the last over starting just inside 2hrs 45 is still liable for a deduction of a pt!!)
Umpires (but not captains!) can note extenuating circumstances on the sheet, such as injuries, lost balls, slow batsmen etc and note the
time lost for these reasons.
